Free social service pursuant to Cabinet of Ministers Resolution No. 764

The Charitable Organization “Dream to Live” Foundation is a provider of social services for the comprehensive development and care of children with disabilities who are registered residents of the Podilskyi District of Kyiv, as well as children who are internally displaced persons (IDPs) residing in the Podilskyi District. The service is being implemented as part of a pilot project approved by Resolution No. 764 of the Cabinet of Ministers of Ukraine dated June 25, 2025.

The service is provided in accordance with Agreement No. 2057 dated September 4, 2026, and is funded by the state through the Social Protection Fund for Persons with Disabilities.

Who is this service for

This service is intended for children with disabilities aged 6 and older, who require significant or very significant support in their daily lives, development, and education.

The child may bear witness to the minds of Resolution No. 764:

  • have intellectual, sensory, motor, speech, physical, or social adjustment difficulties, or other complex developmental disorders;
  • for the sake of health, it’s not enough to be able to obtain illumination for the daily form;
  • get started with a family (home) uniform, pedagogical patronage, in a special class, or not insured until you graduate;
  • have a report from an inclusive resource center stating that the child has been recommended for Level IV or V support.

What the child receives

This is more than just a place for a child to spend the day. The service combines care, development, socialization, habilitation, psychological support, and encouragement of the child’s participation in the educational process.

Day care

  • ensuring the child’s safety throughout the day;
  • assistance with self-care;
  • assistance during mealtimes;
  • hygiene routines tailored to the child’s needs;
  • organizing rest periods;
  • walks, games, and leisure activities;
  • encouraging physical activity.

Development and Socialization

  • development of communication and social skills;
  • development of self-care skills;
  • development of daily living skills;
  • fostering greater independence;
  • development of decision-making and implementation skills;
  • supporting the child’s social integration.

Ability support

  • development of fine motor skills;
  • development of sensory functions;
  • development of cognitive skills;
  • development of motor skills;
  • speech development;
  • use of alternative communication when needed;
  • development of emotional self-regulation;
  • spatial orientation.

Psychological support

  • individual psychological assistance for the child;
  • support for positive self-esteem and motivation;
  • psychological support for parents;
  • counseling for the family regarding the child’s developmental characteristics and needs.

Support for the educational process

The service also involves collaboration with educational institutions and the Regional Rehabilitation Center (IRC) to ensure that the child can exercise their right to education in accordance with their individual abilities and needs.

What documents are required

To receive this service, one of the child’s parents or another legal representative must submit an application for social services.

When submitting documents in paper form, the following copies must be attached to the application:

  • the child’s birth certificate;
  • the representative’s passport or other identification document;
  • the child’s representative’s RNOKPP (identification code);
  • the IRC’s report on a comprehensive psychological and pedagogical assessment of the child’s development, specifying the category of special educational needs and the recommended level of support;
  • a document confirming the form of the child’s education—if available;
  • an individual rehabilitation program for the child with a disability—if available;
  • documents from the Medical and Social Examination Commission (MSEC) regarding the determination of disability—if available.

In special cases

  • If guardianship or custody has been established for the child—submit the relevant court decision or decision from the guardianship and custody authority.
  • If the child is being raised in a foster family or a family-type children’s home—submit the relevant decision regarding the child’s placement.

No assessment from the IRC?
This does not mean that the family cannot begin the process of applying for the service. If there is no assessment from the IRC, a social worker or an authorized representative of the relevant agency will arrange for a comprehensive psychological and educational assessment of the child at the IRC.

Format of Service Delivery

The social service provided for under Resolution No. 764 is

The length of a particular child’s stay may be adjusted according to the child’s individual needs or school schedule.

Groups are formed based on the children’s age, health status, and needs. The number of children in a group ranges from 2 to 6.

If it is not possible to form an appropriate group, the Resolution permits the provision of services on an individual basis.

This service was created not only to support the child.
It gives parents the opportunity to:

  • be confident that their child is in a safe and supportive environment;
  • receive professional guidance on their child’s development;
  • balance childcare with work and other family responsibilities;
  • have time to rest and recharge;
  • not be left to deal with their child’s needs on their own.

Благодійний Фонд "Мрію Жити" Допомога Дітям з ДЦП One of the goals of the pilot project is explicitly to provide regular support for children and to offer their parents opportunities for temporary respite and psychological support.

Держава забезпечує безоплатне отримання соціальної послуги дитиною в межах експериментального проєкту за Постановою №764.

Обсяг, зміст та тривалість підтримки визначаються з урахуванням потреб і можливостей конкретної дитини.

Підтримка не замість освіти
Послуга не замінює право дитини на освіту. Навпаки, одним із завдань проєкту є сприяння включенню дитини в освітній процес.

1. Request a consultation

2. Prepare the documents
We will advise you on which documents are required in your specific case.
3. Submit an application to the authorized agency
An official application for social services must be submitted to the authorized agency at the declared or registered place of residence or stay of the child’s representative.
4. Receive a decision
The authorized agency reviews the documents and decides whether to grant or deny the social service within three business days.
5. Sign a service agreement
Following a positive decision, the authorized agency facilitates communication between the family and the social service provider to conclude a contract and begin receiving the service.
